July 13, 2010 - Alert status is raised to warn all constituents on the danger that is imminent because of the expected arrival of typhoon Basyang as announced by the Philippine Atmospheric, Geophysical and Astronomical Service Administration (PAGASA). Municipal office heads, the police, barangay captains, fire department chief, school officials, and others that comprise the Municipal Disaster Coordinating Council (MDCC) now called the Municipal Risk Reduction and Management Council (MRRMC) were called for an emergency meeting by Mayor Mina Joy C. Pangasinan in her office to do immediate disaster preparedness plans.
The PAGASA announced that the province of Pangasinan is under alert Signal Number 1 that is within 30 – 60 kph winds. However, changes and intensification are always expected without prior warnings.

Since there is a limited time to create new disaster coordinating committees, those committees that were formed in the previous year and their specific tasks were adopted.
Among those that were given priority concerns were: to alert the Barangay Disaster Coordinating Councils (BDCC), pinpoint those barangays and schools that are vulnerable to disasters; and standby of rescue vehicles, communication gadgets, generators, medicines, cutting tools, and men for the service.
