I. INTRODUCTION:

This 120 days in action report will give the recipients an overview of the activities and accomplishments of Sison Police Station covering the period of March 11 to July 11, 2009, since I assumed office as Chief of Police of Sison Police Station on March 11, 2009.

The Sison Police Station plays a progressive role in the promotion of crime preventionand maintenance of peace and order. It is therefore our responsibility to stay true to this obligation and ensure that public safety and security is well-served.

Attention is concentrated to a greater extent upon transformation of the local police force of Sison of resolving, or ideally preventing distrust or fear to the Sison PNP because some people do not understand the police roles, methods of operation and priorities. It is my hope that the current situation will bring into focus the need to pursue invaluable services to the people and partnerships with the Local Government Units under the leadership of the Honorable Mayor KIMI S COJUANGCO and the community.



II. PNP PROFILE:

The total strength of the SISON POLICE STATION is composed of twenty-two (22) personnel broken down as follows: two (2) PCOs and twenty(20) PNCOs. These figures reflect a POLICE to POPULATION RATIO of 1:2,270 which is way below the ideal ratio of 1:1,000. However, since the Station utilize some personnel for administrative functions (desk officers, admin, finance and logistics); this ratio is further translated to 1: 2,629. But we have two shifts and so therefore, the actual POLICE to POPULATION RATIO within our area at any given time is 1:5,550. As to the area of coverage, one policeman covers a land area of about 1,378.9 hectares.

Furthermore, one (1) Police Community Precinct is maintained and located at Barangay Asan Sur along the National Highway of Sison, Pangasinan. The PCP takes care of vehicular accidents along the highway, bus terminals, and establishments in the area.

Other logistical resources include 14 assorted firearms: 6 M-16 Armalite Rifles, 1 M-14 Rifle, 3 caliber .45 pistols, and 5 9mm pistols. One (1) mobile Toyota altis is used by the station for patrol, security of VIPs and administrative and operational services.

III. PEACE AND ORDER SITUATION UPDATE:

The Municipality of Sison for the period of March 11 to July 11, 2009 is generally PEACEFUL and under manageable level, which can be attributed to the sustained police action in anti-crime operations and revitalized police community partnerships through the active support of the Local Government Units. The crime situation is translated into the following Crime Statistics:

IV. SIGNIFICANT ACCOMPLISHMENTS:

ARREST OF WANTED PERSONS (March 11-July 11, 2009)

Sison PNP conducted manhunt operations from March 11 to July 11, 2009 to arrest wanted persons in Sison that resulted in the arrest of EIGHTEEN (18) MOST WANTED PERSONS:

ANTI-ILLEGAL DRUG OPERATIONS

Buy-Bust Operation. PNP SISON conducted buy-bust operation on April 1, 2009 that resulted in the arrest of the suspect. Recovered during the operation were four (4) medium transparent plastic bags containing dried marijuana leaves more or less 100 grams and Php 700.00 as marked money. The case was filed before the court for violation of RA 9165.

NEUTRALIZATION OF ACETYLENE GANG

On May 18, 2009, Sison PNP conducted operation on the activities of suspected members of Acetylene Gang that resulted in the arrest of four suspects. Recovered during the operation were set of acetylene tank, shovel, rope and elf truck. Suspects were charged with THEFT.

ANTI-PROSTITUTION OPERATION

On April 25, 2009, Sison PNP conducted anti-prostitution operation that resulted in the rescue of eight (8) female workers of a Bar located at Barangay Paldit, Sison, Pangasinan. With the help of Mayor KIMI S COJUANGCO, the rescued workers were sent back to Bacolod City by providing them free transportation ticket.

On 27 April 2009, the owners of the Bar were charged with Serious Illegal Detention and White Slavery Trade before the Office of the Provincial Prosecutor in Urdaneta City.

SECURITY COVERAGE OF VIPs

PNP Sison provided security to Ambassador Donald C. T. Lee of Republic of China (Taiwan) during his visit in the Municipality of Sison as Keynote Speaker on the 63rd Commencement Rites of the Computer Van Aralan 3 on May 26, 2009. The area of security coverage is from TARLAC to SISON and from

SISON to BAGUIO CITY. Other VIPs provided with security: DA Secretary Arthur C Yap on March 24, 2009 in Sison and DOH Secretary Francisco Duque on June 12-13, 2009 in San Fernando, La Union.

ANTI-GAMBLING OPERATIONS

On March 31, 2009 and April 26, 2009, three (3) illegal video games (ameneng) were recovered when they are about to be placed in our area.

Sison PNP conducted anti- guerrilla jueting operation on April 16, 2009 that resulted in the arrest of four (4) suspects. They were charged with violation of R.A. 9287.



LOOSE FIREARMS IN SISON

Ninety-seven (97) Unrenewed Firearms: Sison Police Station and Pangasinan Police Provincial Office in coordination with the Firearms and Explosives Division in Camp Crame identified ninety-seven (97) unrenewed firearms in Sison, Pangasinan.

Illegal Possession of Firearm: Sison PNP arrested Arturo Molina Jr y Gonzales of Brgy Bila, Sitio Gorgordion, Sison, Pangasinan for indiscriminate firing. Confiscated in his possession were: one (1) homemade shot gun (12 gauge) with one (1) spent shell on its chamber. Case of violation of Illegal Possession of Firearms had been filed against the suspect docketed under Criminal Case No. 16047. The amount of Php 80,000.00 is the recommended bail required for his temporary release.



ANTI-ILLEGAL LOGGING OPERATION
Confiscation of logs of NARRA tree: On May 16, 2009, PNP Sison confiscated five (5) pieces round logs of NARRA tree with assorted dimensions with total volume of .65 cubic meters found at Barangay Bulaoen East, Sison, Pangasinan. Confiscated NARRA logs were turned-over to the CENRO Urdaneta City for proper disposition.


AN INCH OF HONESTY…

Ninety-nine Thousand Nine Hundred Forty Eight Pesos (Php 99,948.00). Juanita Torres, of Palao, Bangued, Abra and wife of Florencio Torres (victim) commended the local police of Sison for the recovery of the said amount. The turn over was held at Sison Police Station on June 5, 2009.



ANTI-PADAW OPERATION

Nineteen (19) Tampered Weighing Scale Confiscated. This Station conducted a series of “Padaw Operation” (selling of shrimps using tampered weighing scale) victimizing local tourist along the national road of Brgy Agat and Artacho that resulted in the confiscation of nineteen (19) tampered weighing scales.



MAYOR’S INSTRUCTION COMPLETED

Based on the instruction of the Honorable Mayor during her visit at the Station dated May 15, 2009 to clear all dilapidated and impounded vehicles within the area of the Station, the Chief of Police of Sison coordinated with the owners of the said vehicles in Baguio City and Sison, and with the Prosecutor’s Office in Urdaneta City for the release of the vehicles. On July 3, 2009, the three dilapidated vehicles impounded by Sison PNP for their involvement in vehicular accidents were completely removed from the area, to pave way for the beatification(landscaping) and construction within the vicinity of the Municipal Hall undertaken by the Office of the Mayor.



IMMEDIATE SOLUTION TO THE KILLING OF BRGY TANOD

Hot-pursuit Operation. On March 18, 2009, at around 1:00 o’clock in the morning, elements of this Station led by the COP conducted hot-pursuit operation in Laoac-Binalonan area that resulted in the arrest of the suspects in the brutal killing of Barangay Tanod Pancho Dela Rosa of Brgy Asan Sur, Sison. The suspects were charged with murder.



IMPLEMENTATION OF THE MUNICIPAL ORDINANCE

On July 7, 2009, Sison PNP and Municipal Permit and Licensing Section implemented the municipal ordinance on the operation and regulation of tricycle in Sison. The operation resulted in the confiscation of nine (9) drivers’ licenses and impounding of one (1)tricycle for various violation of the municipal ordinance and issuance of traffic citation ticket. The corresponding penalty of P500.00 each will be paid at the Office of the Municipal Treasurer for the release of the said licenses and tricycle. A total of P5,000.00 will be added as revenue income for the municipality.



V. OTHER ACTIVITIES:


“TOUR DE STATION” PROGRAM-

The “Tour de Station” is aimed in raising the level of public safety awareness of the students so that such consciousness can be cascaded down to the last constituent. Students of Sison were invited by the COP and toured them inside the Police Station.



“LAPIS” PROGRAM

LApis para sa Puso at Isipan ng estudyante ng Sison The LAPIS (LApis para sa Puso at Isipan ng estudyante ng Sison) program is a concept of police community service with the objective of resolving, or ideally preventing distrust or fear to the police because some people do not understand the police role, methods of operation, and priorities. 6,500 pieces of “LAPIS” will be distributed to public elementary students of Sison to improve students and teachers attitude toward the police and to strengthen police-community ties.



“PAPOGI COPS” PROGRAM (if you look better, you can work better)

Monthly free haircut for Sison PNP personnel was provided as an added incentive to uplift the morale of the local police in performing their law enforcement functions and to improve their neatness and appearance, because if you look better, you can work better.



SEEING THE DIFFERENCE…

Police Senior Superintendent BERNARDO L REAMON, 2006 Chief of Police of Sison conducted an Annual General Inspection (AGI) - Operational Readiness, Survey, Inspection, Test and Evaluation (ORSITE) of Sison Police Station last June 23, 2009. PSSUPT REAMON is the head of the PNP Delegation coming from the National Headquarters, Camp Crame to conduct inspection to all Police Stations in Pangasinan.
